Suspensions are temporary things. They have a definite start and offer the idea of an end at some point.

sus•pen•sion sə-spĕn′shən n. A temporary prohibition or exclusion, as from attending school or enjoying a privilege, especially as a punishment.

Why did Twitter Safety find it important to call this a “permanent suspension” instead of the complete ban that it is?

Well, the left does like to redefine the meaning of things, words and actions.
